SUMMARY OF ASSIGNMENT

Under the general direction of the assigned Building Administrator, utilize leadership, advocacy, and collaboration, school counselors promote student success, provide preventive services, and respond to identified student needs by implementing a comprehensive school counseling program that addresses academic, career, and social emotional development for all students. Counselors will promote student success through the implementation of a preventative, proactive school counseling program using the American School Counselor Association (ASCA) National Model:  A Framework for School Counseling Programs (2005).

 

ESSENTIAL FUNCTIONS

School counselors focus their skills, time, and energy on direct and indirect services to students.

 

FOUNDATION:

Supports development and implementation of the district comprehensive school counseling program around three domains: academic, career, and social/emotional development.
Develops and maintains a written plan for effective delivery of the school counseling program.
Communicates the goals of the comprehensive school counseling program to education stakeholders.

 

MANAGEMENT:

  • Uses the majority of time providing direct and indirect services through the school counseling core curriculum, individual student planning, and preventive and responsive services, and most remaining time in program management, system support, and accountability (The American School Counselor Association recommends that school counselors spend 80 percent or more of their time in direct or indirect services to students.)
  • Uses data to develop comprehensive programs that meet student needs and to measure the results of the school counseling program.

 

DELIVERY:
District School Counseling Core Curriculum

  • Provides leadership and collaborates with other educators in the school-wide integration of the school counseling core curriculum.
  • Supports development and the implementation of the district’s school counseling core curriculum that is developmentally appropriate to meet student needs and school district goals, and that is aligned to ASCA Student Standards.
  • Incorporates into their programs the life skills that students need to be successful in the twenty first century. 
  • Demonstrates classroom management and instructional skills.
  • Develops materials and instructional strategies to meet student needs and school goals.
  • Supports development, implementation and training of the district school counseling core (including advisory) curriculum – including lesson plans, materials, and training for staff delivery.
  • Knows, understands and uses a variety of technology in the delivery of school counseling core curriculum.
  • Understands the multicultural and pluralistic trends when developing and choosing school counseling core curriculum.

Individual Student Planning

  • Facilitates individual student planning.
  • Develops strategies to implement individual planning for all students for appraisal, advisement, goal-setting, decision-making, social skills, transition or post-secondary planning.
  • Accurately and appropriately interprets and utilizes student data.
  • Collaborates with parents/guardians and educators to assist students with educational, career, and life planning.
  • Understands career opportunities, labor market trends and global economics and uses various career assessment techniques to help students understand their abilities and career interests.
  • Helps students learn the importance of college and other post-secondary education and helps students navigate the college admission process.
  • Understands the relationship of academic performance to the world of work, family life and community service.

Preventive and Responsive Services

  • Provides individual and group counseling to students with identified concerns and needs.
  • Consults and collaborates effectively with parents/guardians, teachers, administrators, and other educational/community resources regarding students with identified concerns and needs.
  • Delivers classroom and school-wide preventive and responsive services as needed, e.g., Harassment-Intimidation-Bullying (HIB), character traits, managing conflict and test-taking strategies.
  • Implements an effective referral and follow-up process as needed.
  • Accurately and appropriately uses assessment procedures for determining and structuring individual and group counseling services.
  • Responds appropriately to a crisis with an appropriate response and a variety of intervention strategies to meet the needs of the individual, group or school community before, during and after a crisis response.
  • Demonstrates an ability to provide counseling for students during times of transition, separation, heightened stress and critical change.
  • Demonstrates support of students in the areas of academic, career and personal/social counseling in schools and the similarities and differences among school counseling and other types of counseling, such as mental health, marriage and family and substance abuse counseling, within a continuum of care.

System Support

  • Refers students to appropriate professionals when necessary, and follows through to make sure the student’s needs are met.
  • Provides appropriate information to school personnel related to the comprehensive school counseling program.
  • Assists teachers, parents/guardians, and other stakeholders in interpreting and understanding data.
  • Participates in professional development activities to improve knowledge and skills.
  • Assists administration in scheduling students and the developing the master schedule.
  • Supports the district, school administration and students during district and state assessments.
  • Interacts and supervises students in a variety of settings, e.g., assemblies, lunchrooms, before and after school, during classroom transitions in order to establish relationships with students and observe student behaviors.
  • Adheres to laws, policies, procedures, and ethical standards of the school counseling profession.

 

ACCOUNTABILITY

  • Conducts a yearly program audit to review extent of program implementation and effectiveness.
  • Collects and analyzes data to guide program direction and emphasis.
  • Measures results of the comprehensive school counseling program activities and shares results as appropriate with relevant stakeholders.
  • Monitors student academic performance, behavior, and attendance and facilitates appropriate interventions.

MINIMUM QUALIFICATIONS

Education and Experience

  • Appropriate certification in counseling.
  • Training in one or more of the following areas: Positive Behavior Intervention Supports (PBIS), Safe & Civil Schools, Response to Intervention (RtI) or Multi-tiered Systems of Support (MTSS), Crisis intervention, suicide and sexual assault prevention, gangs, at-risk students, or other areas.
  • Required Knowledge, Skills and Abilities
  • Knowledge of and ability to use community resources regarding non-school issues affecting student’s progress.
  • Knowledge of and ability to use instructional skills and principles of learning.
  • Ability to communicate effectively with students, parents, staff, and volunteers in a diverse environment.
  • Ability to provide leadership for building activities and to adjust to new situations and guidance concepts.
  • Ability to initiate and maintain required and adequate student and office records.
  • Ability to facilitate the educational development of students.
  • Ability to lift 20 pounds and push/pull 40 pounds.

Certification and Licenses

  • Washington State ESA Certificate in Counseling
  • Fingerprinting and background check

DESIRABLE QUALIFICATIONS

  • Master’s degree in School Counseling or Social Work.
  • Recent counseling experience

WORKING CONDITIONS

Work is performed a regular elementary or secondary school building. Some work to be performed outside the regular school day to meet with students and families. Exposure to normal amounts of dust and fumes from office machines and occasional loud noises. Ability to use arms, hands and fingers; lift 20 pounds and push/pull 40 pounds; and to sit for prolonged periods of time are all required.

RETIREMENT AND DEFERRED COMPENSATION
